With the post hotfix blueprint rates now sitting between the old stingy baseline and the wild party of early Cold Snap, the game is in a more reasonable spot for people who want to shape specific builds over time. You might not walk out of every mission with a new blueprint, but you no longer need to feel like they are mythical drops that only appear once in a blue moon.
